Backflow Base / Tester certification / Louisiana

Backflow tester certification in Louisiana.

LAC 51:XII.346 lets a backflow assembly be tested by a Plumbing Board licensed plumber with a Water Supply Protection Specialist (WSPS) endorsement, or by a tester meeting ASSE 5110 or holding a certificate from a national organization approved by the state health officer. Each water system sets its own reporting rules.

Who certifies

Louisiana Department of Health (sanitary code) and State Plumbing Board of Louisiana (WSPS endorsement)
225-756-3434

The state sets a minimum; a water system may ask for more.

What it takes

Credential
SPBLA plumbing license with Water Supply Protection Specialist (WSPS) endorsement, or an ASSE 5110 / nationally recognized tester certificate approved by the state health officer
Before you start
WSPS endorsement attaches to a master or journeyman plumber license issued by the Plumbing Board. Landscape irrigation contractors licensed by the Horticulture Commission can test irrigation assemblies with an SPBLA special endorsement.
Training
Board-certified training program following ASSE Series 5000 or another board-approved national program. A licensed plumber who completes one qualifies for the exam.
Exam
Board exam for the endorsement, or verified results of an exam given by a board-certified organization. A training provider says since Jan 1, 2025 a national exam (ABPA or ASSE) must be passed before applying; not confirmed from a board source.
Renewal
A training provider page says proof of a board-approved recertification program is needed every three years in addition to yearly endorsement renewal. Not confirmed from a board source.
