Backflow Base / Tester certification / Alaska
Backflow tester certification in Alaska.
18 AAC 80.025 requires public water system owners to install, maintain and test backflow devices where DEC finds a contamination risk. The rule names no state tester certificate, so testers appear to be accepted or approved by each water system or city.

Who certifies
Alaska Department of Environmental Conservation (DEC), Drinking Water Program
There is no state tester certificate. Each water system decides which certificates it accepts.
What it takes
- Credential
- No state tester credential found in the rule. Local programs decide (Juneau runs its own tester certification test).
Certificates from elsewhere
No other state's certificate is named as valid here. Ask the program before you rely on one.
Filing test reports
No statewide filing rule found. Juneau's Building Division expects testers to send copies of test reports when a device is installed, repaired or relocated, and when a yearly test notice is issued.
Largest water systems
Anchorage Water & Wastewater Utility (AWWU)
Golden Heart Utilities (Fairbanks)
City and Borough of Juneau
- Reports
- The Cross Connection Control program is run by the CBJ Building Division. A 2015 CBJ tester recertification test says testers submit device test reports to the Building Division (on install, repair or relocation, and when the yearly test notice is issued). Building permits are required to install or remove testable devices.
- Testers
- CBJ gives its own cross connection control test and issues testers a certification number that goes on reports. Document is from 2015-2016; current rules not confirmed.
Joint Base Elmendorf-Richardson (JBER) water system
- Reports
- Military system; no public tester program found.
College Utilities Corporation (Fairbanks)
- Reports
- No official website or backflow page found.
